Mill Operator Sought

ROCHFORD District Council is inviting experienced arts and events operators to take on the management of the Mill Arts and Events Centre in Rayleigh, as it looks to secure a vibrant and sustainable future for the much-loved venue.
The contract will be a 15-year concessions-led leasehold and management agreement, with the option for both parties to agree to extend the arrangement for a further five years.
The successful operator will take on responsibility for programming, day-to-day operations, maintenance, customer experience, community access and the overall financial sustainability of the venue.
The council will retain ownership of the building, while the appointed operator will run the venue and be required to deliver a vibrant programme of arts and events for residents and visitors.
The deadline for enquiries is 12pm on 17 April 2026, and the deadline for tender submissions is 12pm on 24 April 2026. Any clarifications must be submitted through the messaging function on the ProContract portal.
The estimated timeline for the procurement process includes an evaluation period from 27 April to 22 May 2026, with the contract expected to be awarded on 1 July 2026. A mobilisation period will then take place between 1 July and 31 August 2026, with the new contract due to begin on 1 September 2026.
The decision to seek an external operator follows a strategic review by the council’s Economic Development, Regeneration and Tourism Committee in September 2025. The review concluded that outsourcing the operation of the venue would provide the best long-term model for improving financial sustainability, strengthening cultural programming and ensuring efficient management.
