The proposal relates to a property in Woodside Road, a detached dormer bungalow which has been vacant since 2022.
Applicant Isaac Diane has submitted plans to repurpose the property to accommodate up to two children under the age of 18 in care, with staffing bringing total occupancy to a maximum of four people.
Planning documents by Anthro Architecture Ltd state that no major building work is proposed and the home would remain largely unchanged externally, with the existing garden, access and parking retained.
The applicant argues the care home would be Ofsted-registered and would provide much-needed specialist accommodation for vulnerable young people.
The planning documents state: “The home would provide care for two children who are looked after by the Local Authority. At any given time, the maximum occupancy of the house would be four persons: up to two children and two staff members. The Registered Manager will work from the property between 9am and 5pm on weekdays.
“The children will receive the type of care ordinarily provided within a normal family home, tailored to meet their individual needs. This will include meal preparation, support towards independence, emotional support, assistance with education, health support and participation in activities.”
However, the proposal has drawn concern, including from independent Belfairs councillor Stephen Aylen.
Concerns raised include potential increases in traffic and activity levels, the impact on the character of the area, and whether it is appropriate to change a private dwelling into a care home.
Coun Aylen reportedly said: “The building under proposal is a large three-bedroom bungalow on quite a large plot of land. In Woodside, the regulations are quite clear that you’re not allowed to change a residential property into a sole business.
“Residents want to know who is in the children’s home, as the area is typically known for older residents, so many people are concerned.
“What is next? If they allow one business to operate, then others could think this is acceptable.”
A planning statement submitted by the agent states: “The property is a detached dormer bungalow and will remain so, as no building work is being proposed.
“There is a generously sized garden that will be used by the occupants. The site will retain the same entrance and crossovers.
“The proposal will provide beneficial accommodation for vulnerable young people in need of care, addressing an identified local need for specialist residential accommodation and contributing to the provision of social care within the borough. There will be no materially adverse impact on traffic, parking or highway safety as a result of the proposed development.”
