A DEVELOPER has submitted fresh plans to transform a Leigh garage into new flats after the previous plans were rejected.
The proposals, put forward to Southend Council on behalf of the applicant by Stone Me Ltd, would see the existing buildings at 1069 London Road demolished to build six flats, comprised of a pair of four-bed flats and four one-bed flats.
Also included in the plans is an allocation of ground floor commercial space, in keeping with the “commercial nature” of the street.
The council rejected a previous set of plans for eight flats at the site, also submitted by Stone Me Ltd, in October last year, over concerns about both parking and building design.
In a decision notice setting out the reasons for rejection, it stated that the plans would result in a “poor quality building” in a “prominent location” on one of the city’s “main thoroughfares”.
It was also noted that there was an “unacceptable” lack of justification for the “absence” of off-street parking.
In response to these criticisms, the new plans make provision for two parking spaces alongside a dedicated on-site cycle store.
Documents included in the revised plans also describe the proposed development as a “modern and sustainable” building.
Stuart Allen, Southend Green Party councillor for Leigh, reportedly commented that the proposed residential use of the building may improve parking issues that have been experienced with the current business.
He said: “I understand residents will have concerns around parking, but the site is close to local amenities and on a main bus route, which makes it a more sustainable location for housing.
“There have also been ongoing complaints about cars linked to the current business parking on double yellow lines, so residential use may help improve some of those issues.
“I’d encourage residents to share their views through the planning portal so they can be properly considered.”
