Freight House Ideas - ROCHFORD District Council are inviting organisations to come forward with ideas for the future of one of Rochford’s most recognisable buildings, the Freight House

ROCHFORD District Council are inviting organisations to come forward with ideas for the future of one of Rochford’s most recognisable buildings, the Freight House, located next to Rochford Station.
Through this Expression of Interest process, the council are seeking a tenant with the experience and ambition to bring the building fully back into use and establish it as a vibrant, sustainable space for the community.
Applicants will need to show they have suitable management and decision-making arrangements in place, and that they can run the building responsibly under the terms of a lease. The Council is open to different ways of working, including partnerships, phased approaches or shared models, and expects proposals to support wider cultural, economic and social activity in Rochford.
Proposals should explain how the building will be protected and improved as a community asset, how it will be open and accessible to a wide range of people, and how it will support local activity and identity.
Applicants must also show how the building will operate without ongoing council funding, including clear plans for income, costs and managing risks.
The opportunity could include a single organisation running the whole building, a main tenant working with smaller tenants, partnerships, or a group of organisations working together.
The Council says it recognises that there may be some risks in the early stages and asks applicants to set out any support or transition arrangements they may need.
The aim is to have a tenant in place from September 2026, after the Council completes investment works and preparation to reopen the whole building. At the same time, the Council is exploring the possible transfer of the building to Rochford Parish Council to hold it for the future. If this goes ahead, the successful tenant will be expected to work with the Parish Council.
The Expression of Interest process opened on 30 April 2026 and the deadline for submissions is 14 June 2026.
