BERNARD Arscott, a Leigh Town Councillor and past Chair of the Town Council has been charged with false imprisonment and wilfully neglecting a person without capacity.
A police statement said: “Officers launched an investigation in May 2025 after reports a woman was being neglected at an address in Leigh-on-Sea.
“Bernard Arscott, 43, of Glenbervie Drive in Leigh-on-Sea, was arrested at the time as part of our investigation and released on bail.
“We have continued to build this case and, following consultation with the Crown Prosecution Service, have now charged Arscott with false imprisonment and wilfully neglecting a person without capacity.
“He was further released on bail to appear at Basildon Magistrates’ Court on 2 April 2026.”
Bernard Arscott served for four years as a Conservative on Southend Council, before becoming a Leigh town Councillor in 2022.
Local Conservatives have confirmed that he quit the party in March 2025.
