Rochford District Council is inviting expressions of interest from experienced organisations interested in taking on the lease of the Sports Pavilion at Rawreth Lane, Rayleigh, together with a management agreement for the adjacent sports pitches.
The Council is looking for a tenant who can bring fresh energy and long-term sustainability to the venue while keeping sport at the heart of its future. The opportunity includes the Sports Pavilion, which provides changing rooms, showers and community space, alongside a management agreement covering approximately 15 acres of sports grounds, including existing cricket and football pitches.
Existing cricket and football pitches will need to remain in use, with the successful organisation managing these through hire agreements, while also exploring opportunities to expand the sporting offer, increase community use and create a vibrant, welcoming hub for residents and visitors.
The Council is offering flexible lease terms on the pavilion of up to approximately 25 years, giving organisations the opportunity to invest in and shape the future of the facility. The successful operator will be responsible for the ongoing maintenance, health and safety, compliance and running costs associated with the pavilion, while also managing and maintaining the sports pitches to ensure they remain safe, compliant and fit for purpose.
There is also scope to generate income through pitch hire and pavilion use, although some investment will be required to fit out the pavilion for its intended purpose. Lease terms will be negotiated, with market rent subject to a social and community value discount that reflects the proposed community benefits.
Rochford District Council is keen to hear from financially stable organisations that are committed to working with existing sports users and developing the facility into a thriving sporting and community destination for the district.
The Council will retain responsibility for other areas of the wider site, including the car park, play area and green space to the north of the sports pitches.

Further information on the application process, evaluation criteria and details about the pavilion will then be provided.
The deadline for enquiries is Friday 26 June, with completed submissions required by Friday 17 July. Initial evaluations will take place soon after the deadline for submissions.
