Southend Council’s licensing sub-committee has granted the licence to Read on Sea, at 28 Broadway, following an application by Prologue Books Limited.

Councillors sub-committee commented that objections from Leigh Town Council could be overlooked seeing as no one from the Leigh Town Council was present at the licensing hearing meeting to represent their concerns.

A Southend Council spokesperson said: “The sub-committee concluded that, on the basis of the evidence presented to it in respect of this application, there was insufficient evidence to substantiate that the concerns raised in the representation would occur, or that could not be addressed through the imposition of appropriate conditions.

“Additionally, the Police, Licensing Authority and Environmental Protection Team were all experts in their respective fields and none had objected to the application. Furthermore, a key protection for the community where problems associated with the licensing objectives occur was the possibility of reviewing the licence.”

Manuel Scettri, the 48-year-old proprietor of Read on Sea, plans to establish a haven for literature enthusiasts, allowing them to peruse books leisurely while enjoying a glass of wine.

The premises will be open from 9am to 9pm, and will mostly close at 6pm with occasional book events with entertainment up to 9pm.

Conditions imposed on the shop will be that it shall be operated primarily as a book shop.

The sales of alcohol shall be secondary to the sales of books and it will primarily sell wine and beer and entertainment will take place after 6pm.
