Fraudster Convicted

ON 24 July 2024, Malcolm Ward of Westcliff- pleaded guilty to fraud by false representation against Southend City Council.

Ward applied for assistance from the Essential Living Fund on 16 August 2023, requesting a refrigerator among other items. A fridge was delivered on 4 September, but CCTV later showed him carrying it to an auction house.

The Council’s Counter Fraud Team investigated, and Mr Ward admitted selling the original and buying a smaller one. The officer was shown a smaller fridge, in a neighbouring room that was not Mr Wards, suggesting that another fridge was never purchased. Despite being advised to return the original fridge, he failed to comply, leading to prosecution.

Appearing via video link from Chelmsford Prison, where he was held for another matter, Mr Ward pleaded guilty to fraud by false representation. The court imposed a £120 fine, along with the Council’s costs of £515, a Victim Surcharge of £88, and compensation for the cost of the fridge (£159.59).

Coun Paul Collins, cabinet member for finance, assets, and investments, said: “The Council has a zero-tolerance policy toward fraud, especially when it impacts public funds that are essential for delivering vital community services and helping those that need it most.

“I would like to thank the Counter Fraud and investigation team for following up on this situation and ensuring the funds will be recovered. I hope that this outcome deters others from trying to defraud the council.”

The Essential Living Fund provides support to residents experiencing crises, emergencies, or unforeseen situations. This assistance can take the form of financial aid, white goods or furniture, cooking equipment, or food vouchers, benefiting those in greatest need within the community.
