Leigh On Sea News: Freight House Next Steps – ROCHFORD District Council is moving forward with the next steps to secure the future of the Freight House, following a report agreed by the Strategy, Finance and Policy Committee.
The Council is now preparing to launch a procurement process to find a future tenant and has already committed more than £585,000 to upgrade the building so it can return to full use.
To help inform this stage, the Council worked with Locality, a charity that supports community‑led projects. Their advice confirmed that the Freight House is a complex site and that a partnership‑based or phased approach would give it the strongest long‑term future. With this guidance in place, the Council is ready to begin looking for a suitable tenant.
Starting in April, the Council will formally invite proposals from organisations interested in becoming the tenant from September 2026.
Applicants will be able to put forward plans as a lead tenant, an anchor tenant alongside partners, or as part of a consortium. As part of this process, the Council will also seek views from interested parties on the length of tenure they would be looking for, helping to ensure that the final agreement supports long‑term stability for the site. Proposals will need to set out how the organisation would operate the building, keep it financially sustainable and deliver meaningful benefits for the local community.
Coun Danielle Belton, Chairman of the Strategy, Finance and Policy Committee at Rochford District Council, said: “The Freight House is an important part of Rochford’s heritage, and we want to see it brought back into use in a way that benefits the whole community.
“This next stage is about finding the right partnership to help create a sustainable future for the building and make it a valued local asset once again.”
Once the procurement process opens, the Council will publish a public tenant pack with all the details organisations will need. Anyone interested in applying is encouraged to keep an eye on the Council’s website and social media channels for updates and key dates.
