Westcliff blue badge fraudsters fined £5k

TWO men from Westcliff have been fined for unlawfully using blue parking badges.

Two local residents appeared at court on the same day, accused of using a blue badge which wasn’t theirs.

Ismail Ali of St Vincents Road, and Tijjarni Martin of Salisbury Road, were charged with unlawfully using blue badges at Basildon Magistrates Court this May.

Mr Ali was abusive to police community support officers (PCSOs) on September 24 last year when he was seen using a blue badge while parked on double yellow lines in St Johns Road, Westcliff.

Southend City Council’s counter fraud and investigation team found Mr Ali, who, in interview, said the blue badge was his ex-partner’s, who was in hospital.

He said he forgot the badge was on the dashboard when he hurriedly drove to St Johns Road to pick up medication for his ex-partner, despite video evidence showing him returning to the vehicle carrying cans of drink.

Mr Ali failed to attend his hearing, but was found guilty and fined £440 and ordered to pay £3,540 costs and £176 victim surcharge.

The magistrate said the way Mr Ali had spoken to the PCSOs was a factor in the size of the order.

Council counter fraud officers approached Mr Martin of Salisbury Avenue, who was parked with a blue badge on double yellow lines in, Southend on October 28, 2022, in a vehicle registered under false details.

Mr Martin was not the named badge holder and refused to provide his name to the officers.

The council’s counter fraud and investigations team worked with Essex Police on the investigation to identify Mr Martin, who declined to attend an interview with fraud officers.

Mr Martin entered a guilty plea by email to the court and was fined £120 and ordered to pay £1,000 in costs and £48 victim surcharge.

Coun Steven Wakefield, cabinet member for highways, transport and parking said: “We wholly support the use of blue badges, but this sort of activity undermines a scheme aimed at assisting those that need it. We also have a duty to protect and act against those who fraudulently misuse these badges.”

If anyone has suspicions concerning similar blue badge misuse, e-mail: [email protected].

Knifeman’s 2-hour Police stand-off

A KNIFEMAN inside a Rochford home was arrested after a stand-off with police that lasted two hours.

Police put a cordon in place around East Street on Saturday, April 22 amid concern for the welfare of a man.

Officers had arrived at the scene and found a man who was making threats from inside a property.

At that stage, he was carrying a knife.

A road closure was immediately put in place and specialist officers then began engaging with the man.

Shortly before 9.50am, officers were able disarm the man to ensure he was no threat to himself or others.

Police confirmed that a man had been arrested on suspicion of affray.

The road was reopened at around 10.30 am.

Acting Chief Inspector Paul Hogben said: “We know this incident took place very publicly and members of the public will naturally have been alarmed to see the necessary police response to the incident.

“At all times the safety of the man in question, and members of the public, was paramount.

“I’d like to thank residents for their patience and understanding this morning whilst this incident was being dealt with.

“Residents will see additional officers in the area throughout the day. These officers will be there to reassure you so please speak to them if you have any concerns – they are there to help.”
