Utility contractor Terrafirma Pipeline took over the land at Brunel Road, in Gibson Park Close, in December 2022, on a five-year lease agreement with Southend Council.

The commercial yard sits to the rear of residential properties in Gipson Park Close.

Eastwood Park Lib Dem councillor Paul Collins, responsible for asset management and inward investment, has raised residents’ complaints with council officers and the company.

Terrafirma Pipeline claim that the noise is a result of increased security measures following a number of recent attempted break-ins.

A Terrafirma spokesperson said: “The site is currently manned with a guard dog following several incidents of trespassing and break-ins within six weeks of taking over the lease.

“Yes, the dog barks, but this isn’t the only dog to bark in the day or evening time.

“With regards to the noise of movement on site in the early hours, no one is on site between the hours of 7pm and 6am, unless collecting equipment for an emergency utility project.

“This may happen once or twice a month.”

The spokesperson added that noise issues should be resolved soon, as it invests in even stronger security precautions that will mean the dog is no longer on site.
