RAYLEIGH Town Council has agreed to take a stronger role in scrutinising proposed development affecting the town as Rochford District Council progresses its new Local Plan towards Regulation 19 consultation.
At its meeting on Monday 28 September, councillors approved a motion titled “Protecting Rayleigh from Unsustainable Local Plan Development”.
The motion recognises the need for new homes while stating that development affecting Rayleigh must be proportionate, sustainable, and supported by adequate infrastructure.
As a result of the decision, Rayleigh Town Council says it will:
• Prepare a detailed formal representation to the Regulation 19 consultation • Commission independent professional planning advice to examine proposed allocations affecting Rayleigh and the evidence supporting them.
• Examine highways and cumulative traffic impacts, healthcare provision, school capacity, flooding and drainage, Green Belt and landscape impacts, biodiversity, air quality, public transport and infrastructure deliverability.
• Seek quotations for specialist planning and, where required, planning law advice, with expenditure returning to Full Council for approval in accordance with the Council’s Financial Regulations.
• Establish a dedicated Local Plan Working Group to coordinate evidence gathering and the Town Council’s response.
• Work with residents, neighbouring parish councils, community organisations, and other interested parties to gather evidence about the cumulative impact of proposed development.
• Encourage Rayleigh residents to participate in the Regulation 19 consultation and provide clear information about how residents can make representations concerning the soundness and legal compliance of the Plan.
• Formally oppose proposed Local Plan allocations affecting Rayleigh where the evidence fails to demonstrate that development is sustainable or that the infrastructure required to support it is deliverable.
The Council’s agreed position is that Rayleigh should accept its fair and sustainable share of the district’s housing needs, but development must be proportionate and supported by adequate infrastructure.
The motion states that housing numbers alone should not determine where development takes place. Transport capacity, healthcare, education, drainage, environmental constraints, Green Belt impact and infrastructure deliverability should all carry significant weight.
The Town Council says it will also request that Rochford District Council provides all relevant evidence relating to proposed Rayleigh allocations and sufficient opportunity for the Town Council to examine that evidence before decisions are taken.
Subject to further approval by Full Council and appropriate professional advice, the Town Council has also agreed that professional representation at the Local Plan examination should be secured where necessary to support its Regulation 19 representations.
The Council says it will write to Rochford District Council making clear that Rayleigh Town Council will robustly challenge any allocation affecting Rayleigh which is not supported by credible evidence demonstrating sustainable development and deliverable infrastructure.
